Phase Zero · what you walk out with

Five named artifacts. Enough to start DISA and sit with the AO.

Six weeks does not occupy a landing zone. It names the door and the five objects the next conversations require. Hygiene is why programs stall. These five are the minimum a sponsor needs to walk into the right office.

Five

Aware of what is needed. Perform only what they already hold on this laptop.

The contract

We name the artifact. We do not perform DISA's job.

If they share it

Name the artifact. Show the process. Score it if they already hold it on this laptop.

We will not

We do not submit DAPPS, register SNAP, engineer BCAP, sign an ADD, or occupy a prime.

Not this

Nothing occupies. Nothing files.

  • Not OccupancyNothing migrates. Nothing tests. The door is named.
  • Not The 48-month roadFactory and cATO stay on the long paper.
  • Not A package we fileWe name the artifact. We do not submit it.
  • Not An ATOFive objects start the conversation. The AO still signs.

Phase Zero

Start DISA. Sit with the AO. Keep the road on the long paper.

Phase Zero artifact
Leave with the sponsor

Five named objects: two-on-ramp RACI, PA service list vs first occupancy, named C-ITP, three-column inheritance the AO can mark, one-prime IATT constraint set.

Awareness, not performance

The sponsor leaves able to start DISA and sit with the AO. They do not leave with occupancy, a SNAP filing, or an ATO.

Make them aware of what is needed. Do not perform it — unless they already hold the artifact.
